HAVANA, Cuba.- Members of the Permanent Working Committees of the National Assembly of People´s Power received this Thursday a training on legislative issues, as part of their parliamentary capacitation.
Among the topics was the popular participation in the draft laws legislators approve, by Dr. Marta Moreno Cruz, dean of the Faculty of Law of the University of Havana.
In her lecture, Moreno Cruz highlighted how since the triumph of the Revolution, Fidel always suggested that from that moment it was the people who spoke, the one who decided in all the tasks, which meant that masses were the ultimate expression of socialist democracy.
The Dean of the Faculty of Law drew a picture of popular participation in the discussion of consultations, referendums, plebiscites and revolutionary laws, until their final approval by Parliament.
Effective Citizen Participation
In his speech to the deputies, the Vice-Dean of the Faculty of Law of the University of Havana, Yuri Perez, emphasized the postulates of the Organization and Functioning Draft of the National Assembly and the Council of State, which will be submitted tomorrow for consideration and approval by parliamentarians.
Perez emphasized that the National Assembly is a consequence and guarantor of the participatory action of Cuban citizens, with mechanisms of direct democracy, and a clear articulation with the postulates of the Constitution.
Members were trained prior to the Ordinary Session of the National Assembly on other essences of citizen participation, the improvement of the People’s Power and the institutionalism of the State.
Previously, legislators received information on the progress of the economy and the agriculture sector this year.
