Our worst enemy is not imperialism, nor its employees in our native land, but our own errors and these if they are analyzed deeply and honestily- will become lessons not to make them again, Raúl said.
He reiterated that in the present economic process all the opinions will be analyzed, and when it is not a consensus, discrepancies will be send up to the authorized instances to decide.

To recover financial discipline
Raúl Castro indicated that national economy in 2012 will continue put under for the effects of the global economic crisis, the escalation of food prices, and the restrictions for new financings will persist, besides the derived ones from the blockade.
These truths, he affirmed, force us to accelerate the improvement of the work of management of the organizations, the performance of companies and other institutions, and to redouble the re-qualification of leaders at all levels, to make true the content of the Guidelines of the Social and Economic Policy.
Raúl remarked that it is imprescindible to restaure financial discipline in economy, and to end the superficiality and negligence that characterize the relations of collections and payments in the country.
Regarding investments, he said, it is true we have advanced, but we have left a long distance to go to banish improvisation.
Changes in the migratory policy
President Raúl Castro announced that the government is working to update the migratory policy, according to some regulatory rules in that sphere have been updated.
We are taking these steps as a contribution to the increase of the bonds of the nation with the community of emigrés, whose composition has varied regarding the initial decades of the Revolution, when the United States protected assassins and terrorists, Raúl affirmed.
He recognized that today the Cuban emigrés, in overwhelming majority have that condition for economic reasons, and, he emphasized almost all of them love their families and the country where they were born.
Raúl said in the National Assembly that the flexibility in the migratory policy will consider the right of the revolutionary State to defend itself of the American interventionist plans, reason why measures will be applied to protect the human capital of the nation.
It is urgent to change mentality
In his speech before the Parliament, President Raúl Castro talked about a painful incident provoked by the unjust substitution of an official because she is a religious person, in a fact he criticized energetically.
He described his words as an act of moral vindication and criticized these attitudes that are opposite to legality and based in an archaic mentality, fed by simulation and opportunism.
